Office of Policy and International Engagement

Ensuring that food is a vehicle for wellness is the vision of the FDA’s Human Foods Program (HFP). It is our mission to protect and promote the health and wellness of people through science-based approaches to prevent foodborne illness, reduce diet-related chronic disease and ensure chemicals in food are safe. 

The Office of Policy and International Engagement (OPIE) supports this mission by providing oversight and leadership of all regulatory activities. The office also advises HFP leadership and leads international efforts related to food safety and nutrition policies, global standards, trade agreements, and more.

OPIE leads cross-cutting policy development efforts and represents the HFP, the FDA and the U.S. in global forums to communicate, negotiate, or defend the Agency’s standards, science, programs, and policies.

 What We Do

  • Provide leadership in the development of all regulations, guidance, policies, procedures, citizen petition responses, and new legislation impacting the Human Foods Program (HFP).
  • Oversee implementation of the Paperwork Reduction Act (PRA) and the disclosure of official records and information under the Freedom of Information Act (FOIA), Privacy Act, other statutes, and the Food and Drug Administration’s (FDA’s) public disclosure regulations for the HFP.
  • Lead cross-cutting HFP policy development under the Federal Food, Drug, and Cosmetic Act and other applicable statutes, including food safety modernization activities; policy activities involving new and emerging technologies, tools, and innovative approaches to modernize the food safety system.
  • Lead HFP special projects, environmental reviews, and health equity activities including supporting an HFP Ombudsman function.
  • Oversee international food safety, nutrition, and/or trade issues, policy, and programs.
  • Lead HFP efforts to proactively engage in strategic partnerships around the world for the safety of food imports/exports as well as strong global food safety systems.
