Barclay Butler, M.B.A., Ph.D. serves as FDA’s Deputy Commissioner for Operations and Chief Operating Officer. In this role, Dr. Butler has leadership authority over the management of business programs and operations across the FDA enterprise level, including human resources and facilities.  

Dr. Butler has significant experience leading organizations through significant transformational change in both the private and public sectors.

Before joining FDA, Dr. Butler ran Barclay Consulting Services, LLC as an Independent Consultant. He spent just over a decade of his career with the Defense Health Agency serving in positions of increasing responsibility, most recently as Assistant Director for Support. From 2012 to 2014, Barclay was Director of the Interagency Program Office with the Department of Defense. Earlier in his career, he was Chief Information Officer for several organizations, including for the Office of the Army Surgeon General, the U.S. Army Medical Research and Materiel Command, Walter Reed Army Medical Center, 18th Medical Command, and 44th Medical Brigade at the 18th Airborne Corps. He began his career as Chief, Human Response and Tolerance Branch with the U.S. Army Aeromedical Research Laboratory.

Barclay holds multiple advanced degrees: a Ph.D. from the University of Michigan; an M.B.A. from UMUC; and a B.S. in biology from Marquette University. He also holds three M.S. degrees: an M.S. in Bioengineering, and an M.S. in Electrical Sciences from the University of Michigan; and an M.S. in Military Arts and Sciences from the Command and General Staff College.
