Service Fellowship Plan for FDA

Purpose

The FDA Service Fellowship program provides a flexible mechanism for the temporary employment, training, and professional development of promising research/regulatory scientists.  Fellowships offer a uniform and equitable mechanism to accelerate and enhance the scientist’s career through close association with leading authorities in health-related research and regulation. (Service Fellowships are authorized to be appointed and extended under Title 42, U.S.C. 210(f)).

Service Fellow Appointments

Initial appointments to the Service Fellowship program may be made for varying periods for up to five years, and may be extended for varying periods but not in excess of five years for each period. 

Appointments should be based on demonstration of scientific excellence and the existence of a programmatic role in support of FDA’s mission.  Extensions of appointment are not automatic, and must be based on satisfactory performance in the program.  They do not confer permanent civil service status, nor is conversion to permanent civil service status guaranteed.

Qualifications

  1. Staff Fellow and Senior Staff Fellow applicants must be U.S. citizens.  Visiting Associate and Visiting Scientist applicants are non-U.S. citizens, but who are resident aliens holding valid U.S. employment visa status (e.g., H1B1 or permanent resident).
  2. Must possess a Ph.D. or equivalent doctoral degree (e.g., M.D., D.V.M., or Sc.D.) in a bio-medical, behavioral, or related science, awarded by a U.S. science program or a foreign science program certified by national or regional accrediting institutions in the U.S. as meeting all the appropriate requirements leading to a doctorate.  However, a lower level of education and/or experience may be acceptable depending on the needs of the particular fellowship.
  3. Staff Fellow/Visiting Associate applicants may be hired with less than two years post-doctoral experience.  Senior Staff Fellow/Visiting Scientist applicants must have at least two years of post-doctoral experience.

Compensation

Duties being performed will determine the compensation equivalence being assigned.  In addition, compensation should be set at a level that reflects the qualifications required by the position, and is competitive with that of similar positions in universities, medical schools, pharmaceutical industries, etc. Salary rates will be established within the equivalency ranges corresponding to the current General Schedule Pay Scale.
