Program Evaluation and Process Improvement Staff

The Program Evaluation and Process Improvement (PEPI) Staff perform independent and objective program evaluations and analyses to improve operational performance and outcomes.

The functions PEPI Staff perform have three goals: 1) produce meaningful information and analyses that help Agency officials, the Department of Health and Human Services, and members of Congress make informed decisions related to programs, policies, budgets, and strategic planning; 2) provide recommendations to FDA leaders to improve program operations and performance; and 3) produce and disseminate evaluation results and methodological tools useful to FDA program managers and, in some cases, to the larger public health community.

The staff activities include:

  • Serving as an independent internal agency resource, undertaking broad analytical studies of programmatic and operational issues, and providing recommendations and alternative courses of action to increase effectiveness and efficiency of agency programs and processes.
  • Collaborating with FDA leaders and managers in monitoring agency component program evaluation and process improvement activities, including participating with the Department of Health and Human Services in reporting program evaluation-related information.
  • Engaging and assisting FDA organizational components with designing, developing, and publishing annual user fee performance reports for Congress.
  • Applying management sciences to scientific and administrative components to enhance transparency, consistency, accountability, and continuous improvement of processes and programmatic activities; includes providing business process modeling, simulations, analyses, and planning services, as needed.
