Director - Office of Executive Programs
As Director of the Office of Executive Programs (OEP), Carter Beach oversees a variety of programs for the Center for Drug Evaluation and Research (CDER), including executive operations, legislative affairs, project management, learning and organizational development, the scientific advisory committee program, product jurisdiction and combination products, and formal dispute resolution and ombudsman services.
In addition to supervising these programs, Mr. Beach serves as a senior advisor to the Center Director, assuming additional responsibility for a wide range of regulatory and public health projects, including new program launches, user fee negotiations, and executive recruitment.
Mr. Beach joined CDER in 2015 and has served as deputy director of OEP for the past five years. He has been involved in negotiations for the Generic Drug User Fee Amendments, along with other high-profile center- and agency-wide initiatives. Mr. Beach holds a bachelor of arts degree from Boston College with a double major in economics and communications and a law degree from the University of Maryland School of Law.
