Who We Are

CDRH's Office of Management (OM) plans, develops, and executes Center-wide management operations and administrative services, programs, and policies to advance the public health mission of the Center.

What We Do

  • Lead implementation of financial management activities including budget formulation, budget execution, financial accountability and internal controls, and the Small Business Determination program.
  • Oversee human capital management activities including strategic workforce management, recruitment, performance management, and labor and employee relations.
  • Lead acquisitions planning, development, and execution for contracts, grants, inter-agency agreements, and cooperative agreements.
  • Oversee management services including facilities and property management and travel and conference management.
  • Conduct program analysis activities including metrics development, performance evaluation, and process improvement across management and administrative services.
  • Manage CDRH's Ethics & Integrity Program, Occupational Health & Safety Program, and Advisory Committee Program.

    Division of Acquisition Services

    Who We Are

    The Division of Acquisition Services within CDRH's Office of Management provides leadership and direction for CDRH's contracts and acquisitions activities.

    What We Do

    • Oversee, coordinate, and assist in the planning, pre-award, and post-award of CDRH acquisitions.
    • Provide expert advice and guidance to Center management on procurement strategy, contract vehicles, statements of work, Independent Government Cost Estimates (IGCEs), evaluation criteria, grants, and inter-agency agreements.
    • Serve as a liaison between the Center and the Office of Acquisitions and Grants Services to ensure timely and proper execution of contracts.
    • Provide guidance and assistance on new and/or amended acquisition law, regulations, requirements and policies.

    Division of Financial Management

    Who We Are

    The Division of Financial Management in CDRH's Office of Management provides leadership and oversight of a comprehensive financial management program for CDRH.

    What We Do

    • Oversee and manage the Center's budget formulation, budget execution, financial accountability, and user fee activities including the Small Business Determination Program authorized under the Medical Device User Fee Act.
    • Serve as the liaison between CDRH and FDA's Office of Finance, Budget, and Acquisitions for financial management activities.
    • Develop CDRH policy and provide guidance and assistance to CDRH managers on financial management matters.
    • Manage CDRH time reporting for data collection, compliance, training and policy development.

    Division of Management Services

    Who We Are

    The Division of Management Services in CDRH's Office of Management plans, coordinates, and directs Center-wide administrative management activities including travel and conference management services, space and facilities management, property management, CDRH's Occupational Health and Safety Program, and CDRH's Advisory Committee Program.

    What We Do

    • Oversee, coordinate, and provide support for CDRH travel services and conference management activities.
    • Manage and coordinate the CDRH Advisory Committee Program.
    • Coordinate and serve as the primary liaison for space and facility management services.
    • Provide management and oversight of accountable and non-accountable property
    • Oversee and coordinate the CDRH Occupational Health and Safety Program.

    Division of Workforce Management

    Who We Are

    The Division of Workforce Management in CDRH's Office of Management provides leadership and direction for CDRH's Human Capital programs, Commissioned Corps personnel services, position management, organizational changes, recruitment, and workforce planning, analysis, and reporting.

    What We Do

    • Develop Center-wide policy, provide guidance, and assist CDRH managers on human resources matters.
    • Oversee and coordinate the CDRH employee and labor relations activities.
    • Serve as a liaison between the Center and FDA on human capital activities.
    • Lead and coordinate the CDRH ethics and integrity activities.
    • Manage the CDRH's performance management and reward/recognition programs including development and implementation of related policy.

    Planning and Program Analysis Staff

    Who We Are

    The Planning and Program Analysis Staff within CDRH's Office of Management (OM) provides cross-functional program and project management support for a wide variety of Center-wide and OM strategic initiatives.

    What We Do

    • Conduct analytical studies for the Center and lead OM metrics development, tracking, and analyses against stated performance targets and goals.
    • Evaluate CDRH results from employee surveys, such as the Federal Employee Viewpoint Survey (FEVS), and lead the development of targeted action plans to address areas for improvement. 
    • Lead the CDRH Diversity and Inclusion Program, focusing on the continual recruitment, development, and retention of a diverse workforce and creating strategies and initiatives that cultivate and foster an inclusive environment.
    • Facilitate and monitor the OM Customer Service initiative, OM Quality Management and Document Control programs, business process improvement activities, and OM process automation initiatives.
    • Lead workforce planning, succession planning, and workforce analytics activities for the Center.
    • Lead the CDRH Enterprise Risk Management Program, CDRH Careers Program, employee engagement initiatives, and organizational development services.
