Fernando “Mac” McMillan is the Deputy Director for the Office of Criminal Investigations (OCI) at the U.S. Food and Drug Administration (FDA), serving as the principal advisor to the Assistant Commissioner for Criminal Investigations.

As second-in-command, Mr. McMillan provides executive-level leadership and direction in advancing OCI’s mission to protect public health. He oversees OCI’s six field offices, headquarters, and overseas posts. His areas of oversight encompass FDA Center-level liaison, international operations, intelligence, training, cybercrime, digital forensics, technical surveillance, and the full breadth of FDA criminal investigations.

Mr. McMillan brings well-rounded experience across OCI, having begun his FDA career as a special agent in the Metro Washington Field Office in 2012. Since then, he has served in various leadership roles, including Senior Operations Manager for OCI’s International Operations Program, Assistant Special Agent in Charge at OCI Headquarters, and the Special Agent in Charge for OCI’s New York Field Office. 

With more than 25 years of federal law enforcement and leadership experience, Mr. McMillan previously served as a special agent with the U.S. Department of Justice, Office of the Inspector General, and the United States Air Force Office of Special Investigations. Before his federal civilian career, Mr. McMillan served in the U.S. Air Force for more than 10 years. 

Mr. McMillan is a graduate of the Office of Personnel Management’s Senior Executive Development Program.  He holds a Doctor of Philosophy in Public Safety/Criminal Justice, a Master of Science in Criminal Justice, and a Bachelor of Science in education.
