International Cooperation on Cosmetics Regulation (ICCR)

The U.S. Food and Drug Administration is seeking comments from the public on various topics pertaining to the regulation of cosmetics to prepare for the twentieth annual meeting of the International Cooperation on Cosmetics Regulation (ICCR-20) to be held from July 7-9, 2026, in Tokyo, Japan. The ICCR is a voluntary  international group of cosmetics regulatory authorities, including the FDA. ICCR members work together to promote regulatory alignment, in order to maximize consumer protection while minimizing barriers to trade.  They meet on an annual basis to discuss common issues on cosmetics safety and regulation, as well as enter into a constructive dialogue with relevant cosmetics industry trade associations.
