Paul Norris


Paul E. Norris is director of the Office of Regulatory Science (ORS) in the FDA’s Office of Regulatory Affairs (ORA). He leads ORA’s national laboratory network composed of 15 human and animal food, medical product, and specialty laboratories in 12 locations across the United States including Puerto Rico. Dr. Norris has more than 40 years of experience in regulatory medicine, animal, and public health.

Most recently, Dr. Norris served as the director of the Arkansas Regional laboratory. In this role, he ensured oversight on scientific issues and laboratory analysis related to the chemical and microbiological evaluation of human and animal food, including specialty analytics for botulism and persistent organic pollutants. Dr. Norris worked across the agency to establish and execute strategic and tactical plans to effectively leverage ORA laboratory science resources.

Before joining the FDA, Dr. Norris began his veterinary career in private practice and later specialized in veterinary diagnostics working for the Arkansas Livestock and Poultry Commission Veterinary Diagnostic Lab. He started as a veterinary diagnostician, became laboratory director, and then served the last two years as the Arkansas State Veterinarian.

Dr. Norris is a decorated veteran of Operation Enduring Freedom, serving in Afghanistan where he was awarded the Bronze Star for meritorious service, Meritorious Unit Citation, and Combat Action Badge. He retired as Colonel with the Arkansas Air National Guard after 26 years of service. 

Dr. Norris received a bachelor’s degree in Animal Science and Microbiology from Louisiana Tech University. He earned a master’s degree in Public Administration from the University of Arkansas in Little Rock and a Doctor of Veterinary Medicine from Louisiana State University.  Additionally, Dr. Norris is a graduate of the Air Force Air War College.
