FDA Updates Web Portal and Informational Materials to Help Cosmetic Facilities Prepare for Biennial Registration Renewal

Manufacturers and processors are required to register their cosmetic product facilities with the FDA and renew their registration every two years.

Today, the U.S. Food and Drug Administration announced updates to its Cosmetics Direct electronic submission portal, its user guide, and other materials, to assist in the biennial registration of cosmetic product facilities as required under the Modernization of Cosmetics Regulation Act of 2022 (MoCRA)

The updates include new Cosmetics Direct | FDA features displaying facility registration status and renewal date, automated facility registration renewal reminders to registered facilities, and updated facility registration and renewal instructions, including the user guide and tutorial(s).

These updates are being announced in light of the two-year anniversary of the launch of the Cosmetics Direct portal in December 2023, when cosmetic product facilities began registering with the FDA. 

Currently, over 14,000 cosmetic product facilities are registered with the FDA.

Cosmetics Direct electronic facility registration renewal submission options include: 

  • Biennial Renewal (for facility registration renewals with changes)
  • Abbreviated Renewal (for facility registration renewals without changes)

Paper facility registration renewal submission options are also available.

Renewal of Registration 

Every person who is required to register a facility must renew such registration biennially (i.e., every two years), as required under section 607(a)(2) of the FD&C Act. 

FDA is providing for an abbreviated renewal of registrations when there have not been any updates to the registration information since the most recent facility registration submission, as required under section 607(a)(5) of the FD&C Act. 

Note: The renewal period and timeframe to submit updates for a cosmetic product facility registration may be different than for other FDA-regulated products for which the facility may also be required to register.

Renewal Dates 

A cosmetic product facility is required to renew its registration every two years from the date of initial registration.

  • Renewal dates are based on the initial registration date. For example, if FDA received your initial registration on February 20, 2024, then your renewal date would be February 20, 2026
  • Earlier renewals (earlier than two years) can be submitted. For example, you can submit an early renewal for your cosmetic facility registration along with your CDER annual establishment registration renewal when that is due.
