Dorothy Bailey to lead FDA’s Office of Minor Use and Minor Species

Dorothy Bailey, DVM, a 16-year veteran of the agency, has been appointed the Director of the Office of Minor Use and Minor Species (OMUMS) in the Center for Veterinary Medicine at the U.S. Food and Drug Administration. Dr. Bailey has been the Acting Director of OMUMS since the previous director, Meg Oeller, retired at the end of 2022. Her new position became official on November 5, 2023.

Dr. Bailey has been part of the OMUMs staff since 2008 where she has served as a regulatory review scientist managing all aspects of the program administering the Index of Legally Marketed Unapproved New Animal Drugs for Minor Species.  

Prior to joining the OMUMs staff, she was a primary reviewer on the Antimicrobial Drugs Team, Division of Therapeutic Drugs for Food Animals in CVM’s Office of New Animal Drug Evaluation.

Dr. Bailey received her DVM from Virginia-Maryland Regional College of Veterinary Medicine, in Blacksburg, Virginia. She did her undergraduate work at Clemson University and Sweet Briar College.

OMUMS helps provide innovative ways to bring to market new animal drugs intended to treat uncommon diseases (minor uses) in major species (horses, dogs, cats, cattle, pigs, turkeys and chickens) or to treat minor species. The MUMS program supports the FDA’s continuing mission to assure that safe and effective animal drugs are available for a wide range of species and conditions.
