I strongly oppose the use of non-ambulatory cattle (or any animal) in animal feed.

If the rule passes to allow for downed animal use, it would only
cause unecessary pain and suffering for the animal, since instead of being humanely
euthanized, they would be kept alive (barely) to be killed for rendering. This rule also gives the "farmer"
incentive, allowing the animal to suffer.
