Allowing products from downer cows in any consumer product, including animal feed, will also have the effect of giving cattle CAFO owners an economic INCENTIVE to continue the irresponsible, unethical practices that lead to downed cows. Please do not amend the ban against the use of products from downer cows in consumer products.
