Glenda Barfell is the director of the Office of Management in the Office of Regulatory Affairs (ORA), Food and Drug Administration (FDA). She is responsible for a wide range of technical and administrative services, including human resource and performance management, budget formulation and execution, travel, and contracts and grants.
Prior to joining ORA, Glenda served for eight years as the head of contracting activity for the FDA, leading a nationwide contracts and grants office responsible for negotiating more than 7,000 actions valued at $2 billion annually. She has also held contracting officer positions at the FDA and various other federal agencies. Ms. Barfell holds a Master of Science in human resource management and a Bachelor of Science in business administration.
