Deputy Commissioner for Operations and Chief Operating Officer - Office of Operations

Angelique A. Hebert serves as the Acting Deputy Commissioner for Operations and Chief Operating Officer for the U.S. Food and Drug Administration. Ms. Hebert brings more than 25 years of management experience in the federal government to the FDA. She is responsible for providing financial oversight of nearly $7B and overseeing the FDA’s ethics, equal employment opportunity, human resources, safety, security, facilities, acquisition, and financial management programs for the agency world-wide. She is particularly committed to staff engagement and strengthening FDA’s culture, empowering staff as they provide the effective and efficient operations that enable the FDA to achieve its mission to protect the public health. Ms. Hebert previously served as the Associate Commissioner for Operations and Deputy Chief Operating Officer.
Prior to joining the Office of Operations, she was the FDA’s Deputy Chief Information Officer, responsible for providing information technology services and supporting the 22,000+ federal personnel and contractors that comprise the FDA community throughout the U.S. and internationally.
Ms. Hebert began her federal career as an intern at the National Mediation Board in Washington, D.C. In 1996, she accepted an appointment to the Presidential Management Internship program at the White House and completed a tour of duty at the Centers for Medicare and Medicaid Services.
Ms. Hebert is originally from Louisiana. She earned her Master of Arts in English from the University of Maryland, College Park and her Bachelor of Arts in Communications from Loyola University in New Orleans, Louisiana. She has also completed post-graduate coursework as she pursues her Ph.D.
