Office of Management


The Office of Management (OM) provides exceptional customer service, guidance, and education on resource and administrative management activities to protect human and animal health. There are five organizations within OM in addition to the Immediate Office of the Associate Director of Management:

Immediate Office of the Associate Director of Management:

The Immediate Office (IO) of the Associate Director of Management provides executive leadership and direction for management and administrative programs, policies, and issues at the Center and Agency levels. The IO partners with the Agency, Office of Foods and Veterinary Medicine (OFVM), the Center for Food Safety and Applied Nutrition (CFSAN), and the Office of Regulatory Affairs (ORA) in furtherance of the human and animal foods and veterinary medicine administrative program responsibilities of the Agency.

The IO is responsible for managing CVM and OM crosscutting projects. Some examples include:

  • Strategic planning of Departmental, Agency and Center goals and priorities
  • Strategic management of CVM’s User Fee Programs
  • Strategic awareness of Agency-level human resource programs to the Center, such as employee resources, diversity awareness and leadership initiatives
  • Coordinates and manages the Center Health and Safety System Program for all Center non-laboratory sites, including the Emergency Evacuation Plan and the Continuity of Operations Plan.
  • Serves as the Center focal point for facility services.
  • Serves as the Center focal point and Agency liaison for Fleet Management Services.
  • Serves as the Center focal point and Agency liaison for Physical Security Services.
  • Serves as liaison between the Center and Agency for EASE, ITAS, eOrder and eArrive systems.

Program & Resource Management Staff:

  • Provides budget execution (Salaries & Expenses and User Fee) and fiscal accounting services for the Center. Monitors and provides officials with continual awareness of expenditures and status of funds.
  • Conducts payroll, operating, and user fee analysis and forecasting of resources throughout the year.
  • Provides administration of the Animal Drug Use Fee Act (ADUFA) and Animal Generic Drug User Fee Act (AGDUFA). Manages and tracks Congressional requirements including collections and performance.
  • Provides coordination for acquisition activities, as well as leveraging initiatives.
  • Implements the purchase card program for the Center. Conducts periodic audits, creates new accounts, and provides support to cardholders.
  • Coordinates and facilitates the implementation of Activity Time Reporting in CVM.
  • Provides support to end users on UFMS/iProcurement related issues and coordinates with Office of Financial Management (OFM) on the administration of user accounts and training.
  • Serves as the Center focal point for travel services.

Business Informatics Staff:

  • Serves as the liaison between the Center and the Office of Information Management & Technology (OIMT).
  • Coordinates and manages the Center's IT Investment Review Board (ITIRB), and the Center's Change Control Board (CCB).
  • Coordinates and manages the User Fee Billing Process and interacts with the Office of Financial Management (OFM) in preparing and processing annual user fee bills.
  • Coordinates and manages the OIMT hardware and software purchases, including BlackBerrys and Laptops.
  • Manages the Center’s IT Portfolio and provides Capital Planning and Investment Control (CPIC) functions to HHS.
  • Serves as the Center’s electronic submissions liaison and outreach to external stakeholders.
  • Serves as Center liaison for accountable and non accountable property activities including but not limited to policy, compliance, and surplus.
  • Coordinates and manages the Audio Visual and Video Teleconferencing Support and Maintenance Program.

Talent Development Staff:

  • Manages the Talent Development Learning Center (TDLC) to deliver training, education, and professional development services to the CVM workforce.
  • Promotes CVM as a learning organization through a continuous, life-long learning process of inquiry and improvement that keeps pace with the speed of change.
  • Analyzes, designs, develops, implements, and evaluates competency-based training, education, and professional development programs, to support CVM’s workforce in the following areas:
    •  science
    • regulation
    • safety
    • leadership
    • management
    • technology
    • operations 
  • Provides developmental planning consultations to individuals, customer organizations, and the CVM Education Committee.
  • Manages CVM's eLearning Program and administers the Center's Learning Management System (LMS), providing high quality, convenient, and cost-effective computer-based learning opportunities.
  • Creates connections between continuous learning, knowledge management, and the High Performance Organization (HPO) environment to meet the unique challenges of CVM's scientific and regulatory environment.
  • Develops policies and guidelines for building collaborative partnerships among other Centers, academic institutions, professional organizations, and CVM.
  • Oversees educational and academic programs available to employees for professional development, talent management, and unique veterinary public health initiatives.

Human Capital Management Staff:

  • Provides leadership and direction in the formulation and implementation of human capital policies and programs to promote an efficient and effective workforce across the employee lifecycle and maintain and engage a committed, talented, and diversified workforce at the Center for Veterinary Medicine.
  • Serves as a partner with the FDA Office of Talent Solutions for the Center for Veterinary Medicine’s human capital and human resource management programs.
  • Provides strategic advice, guidance, and consultation to the Center’s leadership on human capital and human resource matters in order to advance the Center’s accomplishment of its mission.

Budget Planning & Evaluation Staff:

  • Leads the development and analysis of the Center’s performance budget through all phases of the Congressional budget process.
  • Implements and advances the Center’s operational planning.
  • Fosters budget performance integration for collecting and analyzing performance information to improve evidence-based budget formulation, budget deliberations, and overall performance measurement throughout the Center.
  • Leads performance management for the Center including routine reporting to the Directorate and Agency, coordinating the Center’s senior executive performance plan process and development of the Center’s organizational assessment submission.  
  • Leads strategic planning of Departmental, Agency, and Center goals and priorities. 
  • Conducts evaluations for CVM such as organizational assessments, cost analyses, internal control assessments, and environmental scans to assess risk and support, inform, and improve long-term and short-term strategic planning.
  • Coordinates and facilitates the implementation of Activity Time Reporting in CVM.
