Memorandum of Understanding
Between The Illinois Institute of Technology
and The Food and Drug Administration

 

I. BACKGROUND

As part of the cooperative agreement between IIT and the FDA, the IIT/NCFST offers a Master's degree program in Food Safety and Technology. The FDA/DFPP employees at the NCFST participate in the instruction of courses offered by IIT. This teaching responsibility is an element in the job descriptions of the DFPP technical staff. This Memorandum of Agreement (MOA) describes the accrual method for credit time IIT will use to compensate the FDA for participation of their employees when they serve as instructors in the Master's degree program in Food Safety and Technology. Other agreements will need to be established for joint IIT/FDA participation in short courses, workshops, and training programs.

 

II. PURPOSE

The National Center for Food Safety and Technology was established to conduct food safety collaborative research, to serve as a food safety information resource, to assess new food processing and packaging technologies and to participate in food safety educational and training programs. Planning and carrying out these educational programs requires the planning efforts of both the IIT and the FDA/DFPP components of the consortium working in conjunction with food industry members of the National Center. Carrying out these programs will require the efforts of IIT, DFPP and food industry members of the NCFST.

 

III. SUBSTANCE OF AGREEMENT

A. FDA agrees to:

(1) Provide instructors and to participate in teaching the courses offered in the Food Safety and Technology curriculum. These include but are not limited to:

FST 401 Food Biotechnology
FST 402 Hazard Analysis (HACCP)
FST 403 Food Safety and Food Processing Technology
FST 404 Food Packaging Safety
FST 511 Food Law and Regulation
as well as in the elective courses:

FST 501 Food Analysis
FST 521 Risk Quantitation and Assessment
FST 597 Special Problems in Food Safety

(2) Provide instruction for at least one-third (1/3) of the total hours for each of the courses outlined above.

(3) Provide instruction for all lectures they have responsibility for in a course.

(4) Keep records of actual hours of instruction for each FDA instructor in a course.

(5) FDA will assist in organizing the course outlines, and provide outside speakers/instructors for the total number of lectures required.

(6) Cooperate to the fullest extent possible in planning meetings with the NCFST for development of the MS degree in Food Safety.

 

B. NCFST agrees to:

(1) Provide instructors for all core courses outlined above where corresponding NCFST Staff members have been hired. At present, this would include:

FST 404

(2) Provide instruction for at least one-third (1/3) of the total lectures for all courses.

(3) When relevant or necessary, arrange for outside instructors from the industrial sector to provide one-third (1/3) of the total lectures.

(4) Keep records of actual hours of instruction for each IIT and other non-FDA instructors in a course.

 

C. IIT agrees to:

(1) Compensate the FDA at the rate of four (4) semester hours credit per one (1) semester credit hour of instruction. Use of these credits is not restricted to FDA/DFPP staff, and can be applied to any IIT courses except courses taught at the Kent College of Law.

(2) To allow FDA/DFPP to audit courses free of charge when needed to improve their research competence.

V. LIAISON OFFICERS

The liaison officer for each party will be responsible for facilitating exchanges of information and expeditiously informing other interested parties within each respective organization on matters requiring prompt attention. Each party agrees to provide notification of any changes in liaison officer appointments. Such notification will constitute an amendment to and not require a revision of this agreement.

VI. PERIOD OF AGREEMENT

This agreement will become effective upon acceptance by both parties and shall continue until terminated. The agreement may be revised by mutual consent, or terminated by either party upon a 30-day advance written notice to the other party.
