Tissue Residue Cooperative Agreement Program

What is the Tissue Residue CAP?

This is a new CAP offered as another alternative to enhance the states' existing tissue residue program. This CAP is a more effective alternative of reaching out to industry and the community to promote compliance, to prevent violations, and provide an awareness of proper drug use or prevention of illegal drug residues. The primary focus of the CAP is to improve and develop state drug residue prevention programs through outreach and training. Examples of educational activities and training can include but are not limited to the following:

  • Education in effective management practices.
  • Increase knowledge of proper drug use.
  • Develop materials or events for drug residue prevention and awareness.
  • Fund adequate control measures.

In addition, this cooperatie agreement provides a growing opportunity to enhance public health through partnerships involving joint efforts between the federal government and the states. There are no inspections and investigations performed within this cooperative agreement. There will be no regulatory actions enforced.

The total project period for this CAP is up to three years with funding up to $125,000 a year, per awardee. The start date for this CAP began September 1, 2015. The total project award for all three years is over $1.3 million.

What are its goals?

The primary goal of this CAP is intended to ensure current drug residue prevention programs are developed to [1] reduce outcomes of illegal drug residues in animal derived food and [2] protect consumer exposure to drug residues in edible products. This CAP provides an opportunity to protect public health on the front end with the FDA encouraging the public to be proactive on violations as opposed to being reactive to violations through educational outreach and training.
