Funding Opportunities

CTP's Scientific Conference Grant Program Priorities 

Through a trans-HHS collaborative research effort between the Institutes and Centers of the National Institutes of Health (NIH) and the Food and Drug Administration’s (FDA) Center for Tobacco Products (CTP), the Tobacco Regulatory Science Program (TRSP) offers research funding opportunities focused on tobacco regulatory science. CTP also partners with other parts of the FDA to participate in agency-wide funding opportunities to advance the field of tobacco regulatory science.

Current Funding Opportunities

  1. Notice of Information Encouraging Submission of Research Supplements to Promote Diversity in Tobacco Regulatory Science through PA-23-189: Research Supplements to Promote Diversity in Health-Related Research (Admin Supp - Clinical Trial Not Allowed) NOT-OD-24-074

    The purpose of this Notice of Information is to notify Program Director(s)/Principal Investigator(s) who are conducting tobacco regulatory research that funds are available for administrative supplements to enhance the tobacco regulatory research workforce by recruiting, mentoring, and supporting high school, undergraduate and graduate/clinical students, post baccalaureate and post-Masters individuals, postdoctoral researchers (including health professionals), and eligible investigators from diverse backgrounds, including those from groups that have been shown to be underrepresented in health-related research. This supplement opportunity is also available to support PD(s)/PI(s) of research grants who are or become disabled and need additional support to accommodate their disability to continue to work on the research project. The Research Supplements to Promote Diversity in Health-Related Research are designed specifically for applicants proposing research that does not involve leading an independent clinical trial, a clinical trial feasibility study, or an ancillary clinical trial. However, applicants are permitted to propose engagement in a research experience in a clinical trial led by a mentor or co-mentor.
    Applications due date: May 15, 2024, IC-specific application due dates prior to May 15, 2024, supersede this date.
     

  2. Mentored Research Scientist Career Development Award in Tobacco Regulatory Research (K01 - RFA-OD-22-023 or RFA-OD-22-024
     
    The purpose of this Funding Opportunity Announcement (FOA) is to provide support and protected time for an intensive, supervised career development experience in biomedical, behavioral, and social science research that will inform the development and evaluation of regulations on tobacco product manufacturing, distribution, and marketing and that will lead to research independence. Research projects must address the research priorities related to the regulatory authority of the Food and Drug Administration (FDA) Center for Tobacco Products (CTP). 
    Application due dates: February 21, 2023, November 14, 2023, July 12, 2024, March 12, 2025 by 5:00 PM local time of application organization. 
     

  3. Pathway to Independence Award in Tobacco Regulatory Research  (K99/R00 - RFA-OD-22-025 or RFA-OD-22-026
     

    The purpose of this FOA is to increase and maintain a strong cohort of new and talented independent investigators conducting research that will inform the development and evaluation of regulations on tobacco product manufacturing, distribution, and marketing. This program is designed to facilitate a timely transition of outstanding postdoctoral researchers with a research and/or clinical doctorate degree from mentored, postdoctoral research positions to independent, tenure-track or equivalent faculty positions. This program will provide independent NIH research support during this transition in order to help awardees launch competitive, independent research careers. Research projects must address the research priorities related to the regulatory authority of the Food and Drug Administration (FDA) Center for Tobacco Products (CTP).

  4. FY24 FDA Broad Agency Announcement (BAA) for Advanced Research and Development of Regulatory Science (FDABAA-24-00123)

    FDA solicits and funds extramural research through an agency-wide Broad Agency Announcement (BAA) for advanced research and development proposals to support regulatory science and innovation. CTP participates in the BAA solicitation, and tobacco priority topics are included in sections I (A.4, C.13, D.9, F.11, G.4, H.3, & J.12), II (E.3), and III (D.2). More on these topics and application details can be found in the contract solicitation.

  5. Tobacco Regulatory Science (R01 Clinical Trial Optional) (RFA-OD-23-017)

    The purpose of this Notice of Funding Opportunity (NOFO) is to invite R01 applications to support biomedical and behavioral research that will provide scientific data to inform regulation of tobacco products to protect public health. Research Projects must address the research priorities related to the regulatory authority of the Food and Drug Administration (FDA) Center for Tobacco Products (CTP). The awards under this NOFO will be administered by NIH using funds that have been made available through FDA CTP and the Family Smoking Prevention and Tobacco Control Act (P.L. 111-31). Research results from this NOFO are expected to generate findings and data that are directly relevant in informing the FDA's regulation of the manufacture, distribution, and marketing of tobacco products to protect public health.

  6. FDA Support for Conferences and Scientific Meetings (R13)

    The purpose of the FDA (R13) Scientific Conference Grant Program is to facilitate the provision of federal financial assistance in support of high-quality conferences and scientific meetings designed to research and investigate a topic clearly aligned with the FDA mission. The FDA recognizes the value of supporting high quality conferences and scientific meetings relevant to its mission and to the public health. A conference or scientific meeting is defined as a symposium, seminar, workshop, or any formal meeting, whether conducted face-to-face or virtually to exchange information and explore a defined subject, issue, or area of concern impacting the public's health within the scope of the FDA's mission
    Application due dates: April 12, 2023; October 12, 2023; April 12, 2024; October 11, 2024; April 11, 2025; and October 10, 2025 by 11:59 p.m. EST.


In addition to supporting research through NIH's programs, CTP solicits proposals for research contracts administered by FDA. Those opportunities are published through the Federal Business Opportunities website and also posted on the CTP website.
