ORA FIELD MANAGEMENT DIRECTIVE No. 101C

PURPOSE
To formalize and streamline the procedure for making selections for OPM Executive Seminar Training Programs. Revises FMD 101C dated 8/12/87.
PROCEDURES
The process ORA will use for identifying nominees is as follows:
1. As soon as a list of training courses becomes available, the Education and Training Branch will request nominations from the field and ORA headquarters. This normally will occur in July or August. Each applicant must do the following:
a. Submit one application for each individual course he/she wishes to attend: e.g., Seminar for New Managers.
b. Submit a narrative endorsement from his/her first-line supervisor/manager through the district and regional director. Applications from headquarters personnel should be endorsed by ORA headquarters management, through the Office Directors or Associate Commissioner for Regulatory Affairs, as appropriate.
c. List all Executive Seminar Center courses previously attended. Also, list other supervisory/management courses of over 16 hours attended in the past five years. Include title of course, dates, number of hours, and location.
d. List job assignments in the past five years.
2. Regional and ORA office directors must rank applicants in overall priority order and forward to the Education and Training Branch, HFC-62.
3. The applications will be consolidated by the Education and Training Branch. A list of applicants which will include name, position, title, duty station, previous attendance at executive seminars, etc., will be prepared.
4. A rating panel will be formed with representatives from headquarters and the field. If possible, these representatives should be familiar with the programs because of participation in previous sessions. The rating panel will not consist of persons who themselves are in competition for a slot. Field participants on the panel should be at the branch director level or higher. A suggested representation follows:
Field - Branch, District or Regional Director
Headquarters - Designee from the Office of Regional Operations
Headquarters - Designee from the Office of Enforcement
Headquarters - Designee from the Office of Resource Management
EEO Specialist of designee, ORA
Coordinator, HFC-62 (Nonvoting) The responsibility of the non-voting Education and Training Branch member is to record the decisions of the committee and provide appropriate background information concerning the OPM programs.The summary list, course descriptions and individual nominations will be given to the members of the rating panel at least a week prior to the meeting.
5. The Education and Training Branch will assign the training site based on proximity of the candidates duty station to provide the most advantageous travel economies to ORA.
Rating and ranking by the rating panel will address the following areas:
o Scope of managerial influence on the organization (RFDD, DD, division director, branch director, supervisor, etc.)
o Managerial/supervisory experience (length of time and type of assignments)
o Applicability of training to performance of present job
o Previous training
o Recommendation by local management
o Affirmative action
6. The panel's recommendations will be forwarded to the ACRA for concurrence. The list will include principals and alternates for each course.
7. The Education and Training Branch will announce selections for the programs to the field and headquarters.
