There exists a pool of scientific experts may of whom are at the doctoral level and are retired, but who are intellectually and physically able to contribute substantial expertise. A mechanism might be created whereby these individuals can be trained by FDA, as part time or full time adjunct remote site employees. They could provide reviews andtperhaps evaluate procedures and products. Some travel to the FDA or other facilities might be incorporated into the mix. Such a scheme might be cost effective in that no benefits would need to be paid and expertise added by these means would not necessarily result in permanent staff increases, to the Agency.
