| Products containing hydroquinone should be made available to those who choose to use them as long as they are made fully aware of any possible adverse reactions. Many drugs that are prescribed/OTC cause adverse reactions. How about the drug alcohol? Adverse reactions to alcohol include death and it is still sold (OTC) over the counter.
