I've been topically using OTC skin bleaching products for the better part of 20 years without any ill effect whatsoever. I certainly hope the FDA will consider the segment of the population who for years have topically used them without issue. Common sense and practicality seem to point to that as being a more realistic and appropriate "test" then large injections of skin bleaching substances in small mammels. Skin care products are, after all, designed for topical use on skin, not internal organs. Both stupid or accidental ingestion are entirely the responsibility of the individual; it is simply not the FDAs mandate to protect the public from the unfortunate actions of a few. In short, I imagine many consumers will be upset to be unnecessarily shortchanged the opportunity of continuing their now routine cosmeceutical purchases based on some skewed testing in an all too litigious era. I certainly will be among them should the FDA seek to restrict these products and will vocalize such at every opportunity.
