 To Whom it May Concern:



For the past year, I have been occasionally using an over-the-counter product to treat minor scars from acne.  It has made a difference in my general appearance and helped to boost my self-esteem.



Based on the little consumer research I have done, no other active ingredient is as effective as hydroquinone in treating blemishes.  Please reconsider banning this active ingredient or allowing use of it in very low concentrations.
