| I believe the proposed rule change to Hydroquinone is not based on a clear picture of the data or of the long history of safety in using the product. It seems that the agency is overreacting. Based on the data presented in the federal register this product should be kept available to the public. As the husband of a woman who was severly affected by pigmentation, the only product that worked was HQ 4%. My wife has been using successfully for over 7 years. She did stop for a period of 3 months and her pigmentation gradually returned. The hyper-pigmentation she endured affected her confidence in her daily activities. She has many friends using Hydroquinone successfully and they are all concerned that these products will not be available in the near future. Please use common sense here, that a product that has been on the market for this long is safe and effective unless clearly proven otherwise. Please do not make the consumer suffer by wanting to make a statement, when the potential risks are so small. Regards - David Scott
