It seems to me that there are three forces preventing the availability of Plan B OTC : politics (pro life), doctors (Rx vs OTC) and pharmacists (OTC vs Rx). The FDA shouldn't be influenced by any of these forces. It's job is to assess efficacy and safety only.
If the FDA justifies it's stance, forbidding Plan B to be available only by prescription, it can only be based on safety. To justify it based on its use as an abortifacient means that IUDs should be outlawed too. Of course this form of abortion is only available in a doctor's office. Therefore, it is Okay??? Do not get into this argument. It is all political.
