| How is the Act affecting the safety net health care network, especially systems that provide a disproportionate share of care for low income uninsured clients? Our very large public hospital now provides medications to the uninsured, and is reimbursed with special state funds. To be reimbursed under the Act, we may have to set up a system that accomodates the 28 Medicare product vendors. We have no special funding for this, and it is unclear whether we will be able to set it up. So we may end up dispensing medications with no reimbursement, or we may have to send clients few poor transport options to private drug stores, rather than making sure they get their medications as they leave their health care encounter. The net result may be more barriers to getting medication.
Please be sure to set equal priority on investigating how the ACT affects the low income uninsured population to the priority for research on its effects on Medicare, Medicaid, and SCHIP populations.
