| My name is HOMER lEAR, Chairman, Board of Directors, National Silver Haired Congress (NSHC).I wish to share the feelings of the NSHC members with HHS resulting from our legislative session in February 2004 in Washington D.C. relating to the Medicare Drug Act. Our adopted resolutions relate to the costs of prescriptions, access to medicines, inadequate insurance coverage, and restrictions on purchasing Medicap policies. I offer this information for your consideration as you move forward with specific provisions of the Act, including the development of research priorities, such as cost-effective outcomes. As an individual member of the NSHC, and as a concerned senior advocate acting on my own volition, I would encourage HHS to consider these concerns and to continually put the patient or beneficiary first in implementing all provisions of the Act, including the development of research priorities and final decisions relating to the Act that may or may not work simply because they are to be cost effective.
