| NAMI-Fort Smith is a regional affiliate of NAMI-Arkansas a non-profit grass roots organization which offers support, education and advocacy services dedicated to improving the lives of those affected by mental illness. This includes those diagnosed with a mental illness, their families and friends, and the community as a whole. We offer these brief public comments as you consider Docket ID 2004S-0170 relating to Priorities for Research under the Medicare Prescription Drug, Improvement, and Modernization Act. We believe in clinically-sound research projects that fundamentally meet the needs of patients while continually improving overall medical care. However, we encourage HHS to ensure that any/all "cost effectiveness"initiatives do not ultimately become ways to keep medicines from those who desperately need them, thereby harming some of our nation's most vulnerable individuals in the name of efficiency and effectiveness. We do not believe in a "one-size-fits-all" medicine program in which health care rationing becomes the norm under the guise of government-based cost-effectiveness studies. Please do all that you can to promote innovation and true research-based outcomes that are designed to do one thing: help individual persons who rely on their medicines in order to live and productively participate in society. We recognize through our "lived experience" that for many who are diagnosed with a servere and persistant mental illness their stable live is a fragile existence and when any one of the vital supports of which medication is a mainstay is threatened in any way it is only by a thread that they could return to the nightmare of an acute relapse which is far costlier in terms of dollars and cents to society and human suffering.
