We would like to make the following comments in response to some of the provisions in the U.S. Public Health Security and Bioterrorism Preparedness Act of 2002 for which FDA is required to issue regulation.
Section 307:
The word harbour is used in the first sentences. Is this understood to mean only seaports or also airports?
