| The process of removing the brain and spine from non-ambulatory (downed) and dead cattle can result in tranfer of prion (disease-causing) material to the other parts of the carcus. Allowing these carcasses to then be rendered for animal feed for use for birds (chickens & turkeys), pigs and companion animals would not be a prudent measure.
This proposed rule ammendment does not serve the welfare of the public, but simply to the profits of the meat industry.
