Allowing farmers to feed their animals parts from "downers" is a terrible idea on several counts. First, it is at least suspected, if not firmly established, that Mad Cow disease was originally transmitted through contaminated meat in feed. Second, this would give livestock raisers no incentive to take better care of their animals.
