| Products from downed animals must not enter the animal feed stream. This is the very thing that causes mad cow disease to spread from one animal to another.
Further, by eliminating a market for these sick and injured animals, livestock producers will have economic incentive to keep their herds healthy and injury-free in the first place. A win-win for animals, producers, and consumers.
