From: Thompson, Brian E. Sent: Sunday, May 16, 2004 10:36 AM To: Dockets, FDA Subject: Comments for Docket No. 2002N-0278 The following comments are directed to docket No. 2002N-0278 regarding Prior Notice of Imported Foods. Please carefully review the comments below, as each one represents the frustrations of many callers. Comment 1. We are getting a lot of calls from people outside of the import industry (i.e. mothers/ fathers trying to sent food gifts to relatives) that don't understand the import/export terminology. A possible useful suggestion is to have a hyperlink on every import term (i.e. entry type, consumption, informal, consignee, shipper, owner, etc.), that when you click on the word, opens up into a definition or explanation. This is commonly used in many other industry websites. Comment 2. In regards to the Prior Notice System Interface…it needs to be more user friendly. Many other industries (i.e. airlines, hotels, irs, etc) have user friendly systems that provide step by step guidance and explanations for every field that requires information. PNSI does not. A PNSI screen with a number of tabs at the top and bottom of the screen with no explanation of their use IS NOT USER FRIENDLY. A possible suggestion is a consolidation of pages, and adding "explanation" hyperlinks to each empty field that is requiring information. Eliminate the information boxes that don't have an asterisk(*) next to them. Comment 3. Prior to log in…a highlighted area should be viewable that clearly states a list of required information needed to complete the Web Entry/Prior Notice. People are wasting hours of their time in PNSI, just to find out they need additional information to complete their Prior Notice submission. Comment 4. The tutorial found on the initial PNSI website…was not updated on MAY 8th,2004 after new updates were added on May 8th. Many calls came into the PNC regarding these changes. Comment 5. The PNSI needs to be compatible with McIntosh system. It appears that this system is partial to Windows, and Internet Explorer. Comment 6. Requiring a PNSI user to have Adobe Acrobat installed in order to print the "Web Entry Summary Confirmation" page that is required with the shipment, creates confusion for people who are used to file printing.
