We are a transporter of goods between Seattle and Alaska. We have customers that ship between Vancouver BC and the Yukon Territory in Northern Canada. These shipment cross the boarder in Blaine WA. and return to Canada in Skagway AK. The goods affected goods are mostly beverages (pop,beer,liquor) and move in case lots in sealed containers. These goods enter and exit the US under in transit documents. The new requirements for prior notice is adding serveral hours of added labor to our operation and destroying any profit we had in this business. Very often our shipments are consolidations of several hundred different brands of beverages of wine, beer and liquor. The detailed information required for products that are never going to enter the US food supply seems unnessary and real hardship to a US business competing against our Canadian neighbors. We request an exemption of the this rule to cargo moving in transit from Canada, back into Canada.
