To Whom it may concern:

This is in response to the Public Health Security and Bioterrorism
Preparedness and Response Act of 2002 docket number 02N-0277.

We recognize the idea behind the measure and to it's importance. However,
this additional record keeping will add unduly harsh burden to our already
damaged industry. The cost along would be damaging to all concerned
companies if there are no incentives to off set the cost (IE Tax credit).
Therefore as the measure stands we are against it.
