1. General Comments

We would like to make the following comments in response to some of the provisions in the U.S. Public Health Security and Bioterrorism Preparedness Act of 2002 for which FDA is required to issue regulation.
Section 303:
In our opinion, the detention period for perishables should amount to a maximum of 24 hours.
Reporting should be done directly to the exporter, and not to the customs broker. Reporting can be done via fax or e-mail.
We would like to request a (national) point of contact and possibly a sanction to be imposed if people do not adhere to agreed detention times.
