AAFCO has no statutory or regulatory authority. Federal and state feed regulatory programs regulate those ingredients that are not accepted or recognized for use in animal feeds. Feed ingredients that are not accepted or recognized for use in animal feed are subject to regulatory action. This is not a new concept. There are recognized processes where an ingredient can achieve acceptance and recognition as a feed ingredient. Ingredients intended for medicinal or therapeutic purposes would have to gain approval as a new animal drug from FDA. FDA regulates new animal drugs. Only a few states regulate new animal drugs as animal remedies. State feed programs would only regulate unapproved new animal drugs if they were incorporated in feed. Glucosamine is not an approved or recognized feed ingredient. Depending on the intended purpose of glucosamine in animal feed, your foundation may be able to assist the manufacturers or distributors to gain recognition as a feed ingredient or a new animal drug. We have been encouraging manufacturers and suppliers to seek this approval for several years.
