I think a reasonable compromise would be to have investigators disclose whether a protocol had been previously submitted to another IRB. The IRB Chair could request a copy of the previous decision and comments if he/she feels it is necessary. With some protocols, this would be very helpful and with others its would not be needed. The IRB Chair would have insight into this after reviewing the protocol. The vast majority of investigators have nothing to hide and would not be offended by this. Dr Thomas M.
