Cows, steer, pigs, and sheep, unable to stand or walk because of grave illness, are historically brutally treated by those in the livestock industry. These downed animals are kicked, beaten, and dragged to the slaughterhouse. Docket Number 98P-0151/CP1, if enacted, would eliminate the market for downed animals, thus eliminating the particular inhumane practices of livestock industry workers on downed animals. Livestock industry workers would then have an incentive to prevent the injuries and disease that cause downed animals, and to euthanize downed animals immediately where it is called for. For these reasons, I ask that the U.S. Food and Drug Administration enact the policies called for in Docket Number 98P-0151/CP1, completely prohibiting the slaughter of downed animals.
