"Downed animals" are cows, steer, pigs, and sheep who, because of grave injuries or illness, are unable to stand or walk. Historically, the livestock industry has treated these animals brutally: they are kicked, beaten, and dragged all the way to the slaughterhouse to be killed and rendered. Last year, the USDA announced that it will no longer accept ground beef that includes product from non-ambulatory cattle, commonly known as `downers,'" for Federal programs, including the National School Lunch Program.  We now need the FDA to take the major step of ending the sale of meat from downed animals. I strongly support the rights of farm animals. Other living beings have just as much right as we do to a healthy, happy and long life. These creatures have feelings and deserve not to be treated like trash. The passing of this docket will encourage farmers to treat all animals humaney, and hopefully with respect.
