(As of now, the FDA already prohibits the use of meat from downers in food products to be used in government programs.) I urge that regulations to that effect be speedily adopted, as incentive to livestock producers, who now have no reason not to worsen the plight of sick or injured animals by mishandling them in the pre-slaughter process, to intensify their efforts to prevent the conditions that cause such illness and injury in the first place.
