Animals that are too sick or injured to even stand should not be allowed to be slaughtered for human consumption. The circumstances surrounding the handling and slaughter of these animals pose a higher risk for bacterial contamination. Additionally, there is some evidence that BSE may be present in the United States and downed animals may indicate BSE.
