To Whom It May Concern:

I am writing to urge you to grant petition 98-0151/CP1 prohibiting the
slaughter of downed animals for food.  This not only causes intolerable
animal suffering, but is a serious health hazard to human and other animals.
This is especially critical now with the threat of Mad Cow Disease.
For both moral as well as practical reasons, the slaughter and marketing of
sick or injured animals must be stopped.
