Sick animals should not be admitted into the food chain. There is risk of Bovine Spongiform Encephalopathy (Mad Cow Disease). Since it is impossible to move downed animals humanely, they are pushed by tractors or dragged by chains, causing further painful injury. Downed animals are a small number of animals slaughtered. Therefore, this will pose no economic hardship. An estimated 90% of downed animals can be prevented by better care and handling.
