Why even talk about labelling if it is completely voluntary? Big food producers don't want to label, because they know that CONSUMERS DON'T WANT TO EAT THE STUFF. If your agency is sincere about informing the public of possible health threats, then the new rules need to trashed and labelling made mandatory.
