  Dear Madam or Sir:

  Please grant petition 98P-0151/CP1 to the  purchase of  meat from downed
cows for federal programs.  This is an important step toward promoting
humane treatment of farm animals, protecting human health and improving the
badly tarnished image of the cattle industry. There is no excuse for
allowing disabled and diseased animals to be dragged to slaughter, let
alone have taxpayer money subsidize these atrocities.
