To whom it may concern:

I urge you to prohibit the slaughter of downed animals for food.  Using 
downed animals for food poses significant risks of bacterial 
contamination.  Many downed animals are sick.  There is ample evidence that 
some downed animals even carry Mad Cow Disease.

A large percentage of downed animals can be prevented with better 
care.  Banning the slaughter of downed animals for food will act as an 
incentive to the industry to guard against downed animals in the first place.
