Not only is it a Humane Act (yes, there is a place for Compassionate Carnivores) but in the light of the possiblity of Mad Cow Disease - you might be in for a tremendous amount of heat - should one of these Downed animals turn out to be diseased - and someone dies. Once the media finds out that there was major initiatives to prevent such an occurance - and it was ignored - dare I say there will be a great deal of Ill Will amongst the public, and the present administration.
