Can a mammography unit survey at a non-certified facility count toward the initial experience requirement?

Only mammography unit surveys of equipment currently regulated by MQSA in a certified facility (or a facility in the process of becoming certified) or of similar equipment in a VA facility can be counted toward the initial experience requirement.
